Active Sync 4.5 is giving the new error while syncing with my HP iPAQ rw6828 running WM5.
The error actually means that particular Dynamic Link Library (.dll) has been moved from its default shell. In this case , it is WCESMGR.exe. It should fetch a new (.dll) file from the manufacturer.
Microsoft is not aware of this problem. In my computer, this problem arose while I was tweaking my system appearance. I was converting the entire windows GUI (Graphical user Interface) to Apple Macintosh Tiger OS X.
I revoked the shell32.dll file and the problem got fixed automatically.
